Permitting Reform

Streamlined and Efficient Processes
LIUNA supports streamlining permit processes to ensure predictability and efficiency in construction projects without compromising environmental or worker protections. Permitting reviews should be thorough, fair, and timely to avoid unnecessary delays that slow progress and job creation.
Why Permitting Reform Matters
Minnesota has set a goal to achieve 100% carbon-free electricity by 2040. However, a 2024 report from North Star Policy Action, Powering Progress: Transforming Clean Energy Permitting for a Greener Minnesota, found that slow permitting could prevent the state from reaching this critical climate target.
Current Permitting Delays
The report revealed significant delays in Minnesota's energy facility permitting process:
Small transmission lines: 250 days average wait time
Wind farms: 358 days
Solar farms: 378 days
Large transmission lines: 673 days
These wait times are getting longer, while the number of clean energy projects waiting for permits has nearly doubled compared to Minnesota's current energy generation capacity.
Streamlining Reviews for Faster Project Approval
Building on successful 2024 legislation, LIUNA is calling on Minnesota lawmakers from both parties to continue improving the state's environmental permitting process. Recent reforms created a coordinated system that helps projects move forward more predictably while maintaining environmental protections.
What Changed in 2024: The new law established clear goals for Minnesota's environmental review and permitting system.
- Better coordination between state agencies
- Increased transparency for applicants and communities
- Accountability through defined timelines
- More effective environmental reviews
