Why Permitting Reform Matters

Minnesota has set a goal to achieve 100% carbon-free electricity by 2040. However, a 2024 report from North Star Policy Action, Powering Progress: Transforming Clean Energy Permitting for a Greener Minnesota, found that slow permitting could prevent the state from reaching this critical climate target.

Current Permitting Delays
The report revealed significant delays in Minnesota's energy facility permitting process:

Small transmission lines: 250 days average wait time
Wind farms: 358 days
Solar farms: 378 days
Large transmission lines: 673 days

These wait times are getting longer, while the number of clean energy projects waiting for permits has nearly doubled compared to Minnesota's current energy generation capacity.
